BIND9 tries to use unavailable IPv6 transport

Description

BIND9 caching servers (all versions prior to 9.2.5 and 9.3.1) try to use IPv6 transport even if the server host does not have IPv6 connectivity, resulting in slower name resolution.

Fixed

BIND 9.2.5 and 9.3.1

Workaround

Build with the --disable-ipv6 option (for both 9.2 and 9.3) OR run with the -4 option (for 9.3 only).
